I am having the same problem - dpkg-reconfigure xserver-common does not change nice value in /etc/X11/Xwrapper.config. Had not edited file manually before trying dpkg-reconfigure. Also noticed that the file would not be created by dpkg-reconfigure or apt-get install --reinstall if it is removed. Checking /var/lib/dpkg/info/xserver-common.md5sums and xserver-common.conffiles showed no entry for the file. Are these the correct places to check? I eventually had to resort to editing the file manually. Additional info can be provided if needed.
