Apparently, the file is the result of a concatenation of two files with different formats. The header states that lines should be like alias-name target-name but it also contains lines of the form alias-name: target-name According to my experiments, the first form is ignored, while the second works smoothly: adding en_US.ISO-8859-15: en_US.ISO8859-15 allows me to set LANG=en_US.ISO-8859-15 and launch xterm with Xlib honouring my locale.
