Hello,

I've recently done a few new Debian installs and noticed that the 
x-window-system-core package is not installed when I select 
xserver-xfree86. Unfortunately this meant that on both systems X would 
not work after the install. The X log file told me to install 
x-window-system-core to get it to work. 

Unless I did something wrong, which in this case I don't think I did, 
this qualifies x-window-system-core as a dependency for xserver-xfree86.

x-window-system-core is not required for xserver-xfree86. There are many
other ways to run it - such as from remote systems, and many uses
without x-window-system-core. It's split into multiple packages to allow
people flexibility; most people should be installing via installers
anyway, or through x-window-system.
