Bug#241176: xserver-xfree86: Debconf changes en_US to en-US

Using debconf to configure xfree86, it changes my specified keymap
(en_US) to "en-US".  I can't find "en-US" referenced anywhere, and
assume it must be defaulting to "us" or something?  Anyways, it prevents
deadkeys from working.  I changed it manually, as you'll see below, but
each time I've tried it, debconf has changed it back to "en-US".  At
this point it's only a minor annoyance.
