That seems to pretty definitively restrict the bug to the vesa driver,
as retitled by me.

I'm not sure, but it may be that if screen blanking is not standardized,
the vesa driver *can't* know how to tell the video card to do it.  Not
without encoding all sorts of video card model-specific stuff into the
driver, which completely misses the point of the driver.
