My problem is very regular. Everybody in this cruel world don't think
about Russia when write their programs. I would like to ask you to add
"ru_RU.koi8r ru_RU KOI8-R" string to /usr/X11R6/lib/X11/locale/locale.alias 
because real encoding in russia is koi8r, not iso8859-5.

This bug appears to be fixed.  ru_RU no longer defaults to the ISO
8859-5 character set, but to KOI8-R instead.

I don't know how long ago this was fixed upstream.
