I did, but the server log informed me that this option was not used.

I am a bit unsure about that. Do you mean the apm kernel module ? My 
laptop and desktop computers are using ACPI, not APM. At least for the 
desktop, the motherboard has no APM support.

With both options DPMS on, the result is the same as before. I got 
screen blanking, but the LCD backlight is never turned off.
