Recently, libglvnd packages 1.3.2 was pushed to backports.. libegl-dev says it 'replaces' libegl1-mesa-dev, but it doesn't 'provide' it.. so packages in stable that are dependent on that break when updating. Probably changing the 'replaces' to 'provides' is enough to unbreak?
