You'll probably need to give x11proto-dev a versioned Breaks on the older
libx11-dev versions that expected x11proto-dev to provide that header.
libx11-dev will also need another upload to add a versioned
Breaks/Replaces on older versions of x11proto-dev (or possibly
a versioned Depends: x11proto-dev (>= x), Replaces: x11proto-dev (<< x))
to avoid broken partial upgrades.
This might also be a good opportunity to move libx11-dev's dependencies
from the transitional packages x11proto-core-dev, etc. to x11proto-dev.
