This happens when HW acceleration is disabled. If you can't or don't want to enable HW acceleration, I recommend using the Xorg modesetting driver for the time being, by either uninstalling xserver-xorg-video-radeon or explicitly setting the driver in /etc/X11/xorg.conf, see below. Without HW acceleration, the radeon driver doesn't really provide much if any benefit over modesetting.
