libinput has udev hwdb and rules entries (and a couple binary helpers called by the rules) for handling various device quirks, but the debian packages aren't including them, and so the libinput device quirks don't get applied. Building the package properly with the udev entries requires an addition to debian/rules of: override_dh_auto_configure: dh_auto_configure -- --with-udev-dir=/lib/udev (Because otherwise the udev rules end up under /usr/lib/{arch-triplet}/udev, which doesn't work).
