That depends.  There's a lot of information here, but not necessarily
what's needed.  You're reporting against xterm, but using a UTF-8 locale.

        Is xterm setup to run in that locale?
        (normally one would use uxterm)

        Is emacs also setup to run in that locale?

        What is the code for a "bullet" character?

        What is actually pasted?
