Branden, I uploaded xkeyboard-config to experimental some days ago (binary is xkb-data as you requested). Unfortunately several packages have a versioned dependency on xlibs, so AFAICT xkb-data can not Conflicts/Replaces/Provides xlibs. In order to prevent conflicts, I put XKB files in /etc/X11/xkeyboard-config and users have to install a dummy xlibs package via equivs, then set a symlink to /etc/X11/xkb.
