I then commented out the udevadm trigger command, and the keyboard still works after the reboot in X. Even after cold reboot. Even if I remove the execution bits from /etc/rc.local. Even after a few days. Thus I cannot reproduce this bug any longer. Maybe because of a self compiled kernel, maybe because some other changes in /etc (I'm in the middle of setting it up, alias).
Thanks for all the help. In case this occurs again, I now know how to debug it and will open a new bug (if you want to close these ones). Here is how to achive the early shell with grub2: Add the following to /etc/default/grub: GRUB_CMDLINE_LINUX_DEFAULT="init=/bin/bash" and run "update-grub" afterwards. After next boot you obtain the desired shell. Maybe this could be added to the information provided for udev already.
