This is not a bug in the xcursor packages.  libxcursor1 should *not*
ship a /usr/lib/libxcursor.so; that's the responsibility of the
libxcursor-dev package (see Debian Policy, sections 8.1 and 8.4).  At
the same time, though, people should not be required to install
libxcursor-dev to get themed cursors to work.

I also think shipping symlinks from /usr/X11R6/lib to /usr/lib is
unnecessary.

The right place to fix this, in my opinion, is in xlibs.  I have
prepared a patch to improve libX11's search for an Xcursor library.
