Defoma is orphaned and I have never been comfortable with its approach. However, at DebConf 3, Guillem Jover, the xfstt maintainer, and I (with input from Joey Hess) worked out a proposal for handling this sort of problem that, once implemented, will probably satisfy your goal. (I'm assuming that, instead of wanting defoma paths in XF86Config-4 per se, people want their fonts to Just Work, or at least Just Work Better).
