I personally used to do (1). Aren't you started /etc/X11/default-display-manager which is easy on your debconf approach. If you use it, give option to disable all the xdm|gdm|kdm|wdm,... If your debconf configure disabling each daemon by the approach (1). I will be happy as long as your option include disable ALL.
