Dear Maintainer,

please unblock 165.225.194.0/24, my employer uses
ZScaler to filter http(s).

I also noticed the extra <p>, somehow this is duplicated in
the 403 error message file:

<p>&lt;p&gt;You are not allowed to access this!&lt;/p&gt;</p>
