When I locally built sitemap.ko.html the translated tag was shown, so I
think the problem is that sitemap.*.html are not re-generated when any
of the linked pages are translated. I'm not sure how to solve this
problem, except maybe force a sitemap.*.html build in every build job
(and I'm not sure how to do this in an elegant way via Makefile, the
only thing that comes to mind is to touch the sitemap.en.wml file).

Anyway, I changed something in the English sitemap (alioth -> salsa) and
tested a build without pushing to mirrors, you can see the result in
https://www-staging.debian.org/sitemap and it will be online in
www.debian.org after the next build.

If nobody has better idea, during this weekend I'll try to change the
Makefile to "touch" the english/sitemap.wml file so it's built in every
build.
