Only one IPv6 address works for debian.org : 2001:4f8:1:c::15.

AFAIK there are routing/webserver problems on the Internet as IPv6 is
not so widespread and ISP-s usually do not use it.
I browse the net through a small VPS with IPv6.
There could be a carrier out of order between you and picconi.debian.org
Try using traceroute locally and compare it to a route from
https://lg.he.net/ , set 3 locations near you.
