packages.d.o currently produces URLs with two consecutive / characters in it.
Since the apache configuration for ftp-master.metadata.d.o decides upon the content-type by a URL LocationMatch configuration item, the extra / produces a URL which does not match the regex; as a result, the file gets served without a Content-Type header.
