On the debian-www side, keeping the packaging-manuals component seems
right: it's the canonical path [1] for the policy related documents (by
the way, the packaging tutorial should probably better suited within the
manuals path [2]: Lucas, is it OK for you? If so, I'll prepare the move
and a redirection from the current URL, please reply only to debian-www
for this side issue in order not to spam this bug log).

I don't now what is the supposed name of the DEP5 document inside the
debian-policy package, but it would be highly appreciated if the “1.0”
part could be easily parsable from the document name, at worse from the
document itself (in a reliable way).

Another side issue: in a few years, after some updates of the
copyright-format policy (e.g. version 4.2), it will be a bit painful to
rebuild the website from scratch, since one will have to dig up old
debian-policy packages in order to retrieve all copyright-format versions…
