I believe that emoticon can be suitable in personal mail, (e.g. to make
sure that no reader will take a joke as an attack), but the official
Debian website (official communication actually) should avoid them.
Unless someone disagree with the proposed policy, please find attached a
patch against the “working” page [0], English localization team CC to
gather more input, hopefully correct my crappy en_MQ, and especially
accept the second proposal of the patch:
