Wait .... I make symlink from old /doc/manuals/reference new /doc/manuals/debian-reference so you should not have problem if mirror works. I just updated Japanese pages for doc/* I should fix them all now that I have copy of new CVS. If OP was clicking link to short quick-reference, it is not there.
