This is a browser issue. Change what your browser sends as Acccept-Language, and you'll magically get pages in the language you want (if possible). If your browser doesn't allow you to alter it for specific requests, then ask for patches to enable it (or write or install add-ons which allow it.) If this is just for debbuging: wget -O- --header='Accept-Language: de' http://www.debian.org will do what you want.
