Ubuntu per se does no so thing to my knowledge - clicking the "Ubuntu changelog" link on that package shows that the Ubuntu package maintainer added the information to the package, in the same way as the Debian samba maintainers have. Encouraging package maintainers to include upstream information is a reasonable goal, but the lack of such information is not a failing in packages.debian.org, nor in Debian itself (and, as mentioned, nor is the fact that different packages include the information in Debian and Ubuntu a point in either's favour or disfavour).
