Hi!
I found a dead link in cvs.debian.org ViewCVS interface. The "Get
Diffs" buttons, in the bottom of each CVS log page[1], do not append
the cvsroot=project-root parameter. As the result of this, the error
message appears as shown in the following.
/webwml/english/index.wml.diff: unknown location
It seems that the QUERY_STRING in an action parameter is ignored. I
could get the certain diff by manually appending the parameter. Could
you fix this problem?

Somer years after, webwml is now the default cvsroot used by ViewCVS.
So even if the bug your reported is still present, it doesn't affect the
webwml cvsroot anylonger.
I close the bug on www.debian.org side and forward it to DSA, ifever it
can be fixed easily.
