Debian does not (nor has it ever) sold CDs of Debian. If you purchased them from a vendor who did not send them to you, you should first take it up with the vendor. If they fail to satisfy, contact your credit card company (or whatever you used to send payment). Finally, you can tell us about which vendor it was so we can verify your story and possibly remove them from our list of vendors (if they are in fact listed.)
