Right, I still had not finished that because I wanted to find a way to have proper dependencies so not all per-year files are regenerated on each run but just when it's needed (DSAs have been modified) I didn't find a way to do that without depending on all data, wml files so I might just add a dependency on $(wildcard $(ENGLISHSRCDIR)/security/*/*.data).
