That's the wrong (or at least not optimal way) do do it. Instead you
should use <q>...</q> and change the CSS file to use proper Unicode
characters. This way you can easily change the quotation later to
»...«, ... without substitutions, ...

PS: This file contains "Debian are". Is this "are" still remaining from
the English text?

PS2: You changed the encoding to UTF-8. Could you please summarize how
you did it, how it works?
