If you mean " " or « » depending on language used, I don't see why
not.
Probably same for h2, h3, h4?
We cannot have typograhic correct quotation marks there but inside
the headings (by css).
And <q> is not allowed for page title (which is defined in the <head>
of a html file and not in the body.
Therefor we need either titlles different from <h1> id containing
quotes or just an automatic replacment (easier to do if ASCII) of <q>
in page header.
Other solutions could be replacing with page charset, but that will
not help as it is not possible to have correct quotes in all charsets
- - that was already discussed as reason to use css to create the
correct quotation marks.
