As far as I can see, this is due to the fact that the contents file for testing/AMD64 is currently empty - see http://amd64.debian.net/debian-amd64/dists/testing/Contents-amd64.gz. There is a a "Contents-amd64.gz.new" at the same location, but that's not publicly readable. This looks like it needs fixing by the ftpmasters of the AMD64 archive, so I've cc:ed them.
