One way to do this would be to check out a copy of Debian's website to your local hard disk, edit the code any way you see fit, post it on a website that you control, and ask for comments on this list. Information on how to do this and how the website is set up can be found at http://www.debian.org/devel/website/ Currently Jutta Wrage is working on converting the site so that it complies with HTML strict, which could probably be seen as 'renewing'. Jutta also did most (all?) of the work to introduce CSS in the website instead of table-based designs.
