No they won't. If I put Norwegian before English in my browser config, I
get this:

    Not Found
    The requested URL /distrib/packages was not found on this server.

    Apache/1.3.26 Server at www.debian.org Port 80

If I move English first, I get the page just fine. The missing languages
are also still listed as available at the bottom of the page for the
other languages (how else should I have found which ones were (brokenly)
missing?).
