I ran in to this issue, too. If the package search functionality isn't going to be restored right way, I think it would be a good idea to add a warning note (or even disable the "View the packages" links and search forms entirely) on http://www.debian.org/distrib/packages
Also, it would be good to add some note to the "error page" that comes up when one attemps to access a page on packages.debian.org to indicate an estimated timeline for the fix. (Right now, that page just has a link to the original news release dated Nov 21, 2003, which seems pretty "stale" even in light of the warning that service restoration will "take some time" [especially since an annoucement was made on Dec 17 that the web site (www.debian.org) was "resurrected"].)
