It is because groff cannot know what encoding the manpage source is written in. For example, Japanese manpage source is written in EUC-JP, while groff try to interpret it as UTF-8 in UTF-8 locales. Previously groff has a special workaround for UTF-8 only for ISO-8859-1 environment. I.e., with "UTF-8 device", groff interprets the input as ISO-8859-1 and outputs as UTF-8.
