I think forwarding of bugs is not mentioned in Bugs/Reporting but Bugs/Developer, because you should _not_ do it. It's the task of the maintainer to decide this. I read the paragraph about tags as: "Do it, if you really know what your doing and if it's obvious. In doubt: Don't do it." I think, mostly this feature is used for patch and security. Perhaps someone can clarify this paragraph a bit but IMHO further changes are not needed. Other opinions?
