That's right. Commerical relates to commerce, where you trade something (money) for something else (software). So the opposite of commercial would be "free beer". Selling public domain software on a CD is a commercial activity. Proprietary means it is owned by someone or something and its use is restricted by the owner. The opposite of proprietary could be "free speech".
