Being a vector-oriented format, the EPS resolution is infinite. :)
Load the EPS into Gimp, but change the "Resolution" field in the "Load
Postscript" window.
BTW, I recommend creating the image at twice or four times its final
resolution first and then scaling it down ("Image.Scale Image...") -
even the "strong" anti-aliasing offered by Gimp isn't very good.

I don't know of a way of doing that conversion. Note that PS offers
cubic Beziérs whereas xfig does not, so the conversion wouldn't be
straightforward.
Another format which I'd really, really like to see the logos in is
SVG. The "sodipodi" program supports the format, but cannot convert
EPS to SVG, and no free converters seem to be available on the web.
