I was able to use a windows graphics program to create a .ico file with 16x16 and 32x32 icons embedded. I tried using several linux programs first with no success.
Check out: http://24.48.192.97:888/favicon.ico If this is used to replace the current favicon.ico file the problem with the www.debian.org bookmark icon should be fixed. -Jeff
