Just before I submitted the bug, I tried it.  Because of some trouble
which I don't remember, I failed to cvs commit.  Thus I misunderstood
that I don't have commit permission to webwml/english tree.

I succeeded to cvs commit.  I close the bug.  (I also close #113324.)
