What I tried to express, was that international/l10n/data/unstable doesn't belong to www.debian.org either but is extracted from somewhere else, it's also in CVS so pages are buildable with a checkout. Couldn't this be done similar with lists.cfg? You could just add another cronjob on klecker that does not only wget it but also 'cvs commit' it automatically.
