It happens also without a proxy, e.g. in lynx. "unset http_proxy", then in lynx: Preferred document language : BG__________ Then http://www.debian.de/ comes in big5. (Actually in lynx I can choose EN and DE with q=0.5, but I don't know how to do such things in Internet Explorer, so I have neither English nor German in the list, that's why I have noticed it.)
