Apache can get confused if you don't list every language in LanguagePriority in /etc/apache/srm.conf. I consider this a bug in apache, but have not had much luck in convincing upstream of this. tr was missing. An entry for esperanto also needs to be added. I'll send a separate message about this in a moment.
