It is because the directory itself has not been added.  Do a 'cvs add' on
the directory, and then cvs commit.

However, CVS may have got confused now - sometimes it does.  In this case,
you may be able to sort it by making a separate check-out of the CVS tree,
and adding the new directory there.  As a last resort, you will need
someone with write access to the repository itself to add the directory.
