`forwarded' *isn't* a tag, which is why it isn't listed in the tags section. It's a command which the BTS control bot understands, and as such is documented on http://www.debian.org/Bugs/server-control, which is listed on http://www.debian.org/Bugs/Developer, in the `Reopening, reassigning and manipulating bugs' section (which also includes a reference to "[...] the information saying to where, if anywhere, a bug report has been forwarded"). > Indirectly it is referenced later on on this page. The use of the `forwarded' command is (albeit not by name) referred to in both the `Recording that you have passed on a bug report' and `Reopening, reassigning and manipulating bugs' sections. The former states that the information may be manipulated using the control bot and the latter includes a link to the control bot reference page. Possibly the former section's notes on the control bot could include a link to the reference page, but forwarded definitely shouldn't be in the tag list.
