Hi Estrella and Gunnar We recently organized a large scale Latina Hackathon at UNAM (Universidad Nacional Autonoma de Mexico) with Google. We had many female programmers, designers, engineering. Please let me know how we can help. I could maybe connect you with these communities. I have a lot of contact with the female engineers. My impression is that Mexico is right now a really great place to run large tech events. There is a lot of interest and a growing female tech community.
