A Ceilidh isn't very formal at all - the formal bit comes from the fact
that it replaces the "Formal dinner" that has been part of the Debconf
schedule for a number of years now.  It's traditional dancing with live
music, mostly aimed at people who don't actually know what they're doing
so all the dances (which are fairly simple) get explained during the
event.
