I think it's still Rachel (and not to forget Trish Lynch), although the
project has been in a very silent phase for a while.
But to me the ecartis project looks like a very good example for why there
are so virtually none female Open Source project leaders: While a lot of
the male project leaders (of projects equally sized) are payed to work on
them or have enough money, e.g. from dot.com projects, or have an employer
who allows them to spend time on their projects, both, Rachel and Trish
seem to be unable to get funding (not even jobs) of any sorts. Then, there
are family matters: Like in the enterprise it looks much easier for male
project leaders to have children and a partner and still be able to commit
lots of their time to the project. As experience shows women usually will
prioritize family- and housework and second commit to their projects
(which far too often means: allowing their partners to spend more time on
their projects).
Both of the mentioned issues seem to be the reason for the slowdown of
ecartis development.
Sad to say, but it's always the same sad story...
