The version there has not been updated for quite some time. Fedora includes it as a package (probably because CCRMA did). It is merely a static library. Asterisk, which seems to dislike the concept of GPLed libraries, decided to use it and (as it must use a PIC library for its dynamically-loaded module) made a few minimal changes in: http://svn.asterisk.org/svn/thirdparty/libresample/trunk/ It is needed for building codec_resample and app_jack.
